This observation is recorded in the general report drawn up by the leaders of the Catholic Church in Cameroon.

The president of the Cameroon National Episcopal Conference, Mgr Abraham Komé returned his observation copy of the twin legislative and municipal ballot yesterday, February 11, 2020 in Bafang.

For this double ballot, said the bishop of the diocese of Bafang and apostolic administrator of Bafia, the CNEC deployed 262 observers who were dispatched in 46 dvisions out of the 58 in our country.

Tendency to abstain

“With regard to participation, we can say that it was rather bashful, according to an overall assessment of the number of voters welcomed at the polling stations.

Thus in Bissono gendarmerie in Sangmelima, there were 85 voters out of 310 registered; in Ngwui, Dschang, 50 voters out of 200 registered.

In Batouri 80.57% abstention rate; in Bertoua, 70% abstention rate, “said the bishops’ statement.

Insecurity in the North West and South West regions

Due to insecurity in the North West and South West regions, Mgr. Kome, added that “17 CNEC observers from these two regions said they were unable to do their work.

“An insecurity that prevented many citizens from exercising their civil rights”, regret the bishops.

Representation of political parties in polling stations

The prelates also noted that the CPDM , the presidential party, was represented in almost all of the country’s 26,336 polling stations.

This was not always the case for opposition parties, the statement said.

Electoral system

All 180 members of the National Assembly are elected from 58 single- and multi-member constituencies based on the departments.

But in single-member constituencies, first-past-the-post voting is used. In multi-member constituencies, a modified form of closed list proportional representation is used.

In this case  a party receiving over 50% of the vote in a constituency wins all the seats.

But if no party receives over 50% of the vote, the party with the most votes is awarded half the seats and any other party receiving over 5% of the vote receives a proportional share of the remaining half of the seats

based on the largest remainder method and Hare quota.
